HFD Humanitarian Voucher Desk No. 138

Lot 138 · Quarter Voucher 2026

Every kit counted.
Every crate sealed.
Every load Dispatched.

HFD HUMANITARIAN VENTURES runs a working resupply voucher desk from its 576 E Highway 138 Ste 200 office in Stansbury Park, matching verified field partners with medical resupply kits, water filtration units, shelter rolls and school supply pallets. Each request arrives as a numbered voucher, is tallied against stock in the counter column, and leaves with a stamped approval that the receiving team can audit line by line. The desk exists so that a clinic, a water point or a classroom receives exactly what was pledged, in the season it was promised, with paperwork both sides can trust.

The resupply desk

A voucher desk built for the dry season, the flood week and the school term

HFD Humanitarian is the trading and coordination arm recorded as HFD HUMANITARIAN VENTURES, a computer integrated systems design firm that turned its inventory and routing discipline toward humanitarian resupply. We do not run camps and we do not deliver at the gate. Instead we hold the middle of the chain: a desk that receives a request, prices it, checks it against available stock, raises a voucher and then moves the goods through a network of field partners who already know their own roads. The desk is deliberately boring where boring protects people, and deliberately fast where speed protects a season.

Six lines travel across the counter. Medical resupply kits carry the consumables a clinic burns through in a bad month. Water filtration units keep a borehole usable after the silt rises. Shelter roll programs put a dry floor under a family for a season. School supply pallets refill a classroom before the term opens. Field partner logistics binds the loads to real vehicles and real permits. Grant and voucher administration keeps the money and the goods speaking the same language. Every one of those lines is tallied by hand at first and reconciled against the system at the end of the day, because a discrepancy caught at the desk costs less than a discrepancy caught at the border.

Six standing vouchers on the blotter

Each voucher below is a live programme of the desk, with its own stock rules, its own packing rhythm and its own paper trail. Read them as a manifest rather than a catalogue: what follows is what the counter actually moves.

Medical Resupply Kits

A medical resupply kit is assembled around the consumables a front line clinic cannot improvise: dressings, sterile gloves, sutures, oral rehydration salts, basic analgesics and the sharps container that keeps the whole box safe to carry. The desk packs to a fixed count so a nurse can reorder by kit number instead of rebuilding a shopping list under pressure. Kits are tallied against expiry windows before they are stamped, and anything inside its final quarter of shelf life is pulled from dispatch and moved to a training allocation rather than shipped.

Field note: order by kit number, never by item list.

School Supply Pallets

A school supply pallet restocks a classroom before the term opens, and it is built to the size of a room rather than the size of a wish list. The standard pallet carries exercise books, pencils, chalk, a hand-cranked sharpener, a wall map and a sealed tin of teaching aids, banded and shrink-wrapped so nothing walks between the warehouse and the school gate. Pallets are brokered to field partners who can sign for a fixed count and store it dry, and the desk keeps a duplicate packing list so the receiving head teacher can reconcile the delivery in minutes.

Field note: pallets ship banded, never loose in a truck bed.

Field Partner Logistics

Field partner logistics is the work that turns a stamped voucher into movement: matching a load to a carrier who knows the road, confirming the permits a border expects, staging the handover point and following the consignment until a named person signs. The desk keeps a partner register with the routes each partner can genuinely serve in a wet month, because the shortest road on a map is often not a road at all in the season that matters. This is the line where computer integrated systems design earns its keep, since routing, stock and paperwork have to agree in one place before a truck is allowed to leave the yard.

Field note: no signature, no closed voucher.

Water Filtration Units

A water filtration unit is the difference between a borehole that serves a settlement and a borehole that quietly makes people sick after the rains. The desk brokers gravity-fed and hand-pump units with replaceable cartridges, because a filter that cannot be re-cartridged is a filter that becomes waste within a season. Each unit leaves with a spare cartridge, a laminated service card and a local partner trained to clean it. When turbidity spikes, the desk can rush a cartridge allocation ahead of a full unit order so an existing water point keeps running while the new equipment is in transit.

Shelter Roll Programs

A shelter roll is a compact bundle that becomes a dry floor, a windbreak and a roof edge with nothing more than rope and two people who have done it before. The desk programs rolls in seasonal tranches so that stock is positioned ahead of the wind and the flood, not chased after them. Each roll carries tarpaulin, fixing line, ground pegs and a repair patch, all rolled to a standard length so a partner can stack and count them without opening a single bundle. Programs are agreed per district, with the desk holding a reserve tranche for the week when the forecast is worse than the plan.

Field note: reserve tranche is never released early.

Grant and Voucher Administration

Grant and voucher administration is the paperwork spine of the desk. A funder releases money against a programme, the desk converts that commitment into a numbered voucher, and the voucher authorises the counter to release goods against a named partner and a named district. Every voucher has a value, a stock line, an expiry and a signature path, so a grant is never a vague promise but a set of scannable commitments. Reconciliation runs at the end of each window, and any balance is either carried to the next tranche or returned, with a written note that the funder and the partner both hold a copy of.

Field note: voucher value rides on the packing list.

HFD Humanitarian opens quarterly voucher windows from Stansbury Park, so a field partner can plan a season around a date instead of a rumour.

Counter procedure

How a request moves from a message to a sealed load

The desk runs a short, fixed sequence so that every partner knows exactly where a request stands. Nothing is skipped and nothing is verbal. When a request arrives it is logged against a partner record, then priced against the current stock sheet. If stock is short, the desk either splits the voucher or holds it and tells the partner the honest date. Once the goods exist, they are packed to a standard count, sealed, stamped and only then matched to a carrier. The final step is the signature, and the voucher is not closed until that signature is on file.

This is not ceremony. It is the reason a delivery can be audited a year later, and it is the reason a funder can trace a single kit from a pledge to a clinic shelf.

01

Request logged

A named partner submits a voucher request with district, line and quantity.

02

Stock tallied

The counter column checks the request against sealed stock and open commitments.

03

Voucher raised

A numbered voucher carries value, expiry and a signature path for the load.

04

Packed and stamped

Goods are packed to a standard count, sealed and approved at the desk.

05

Dispatched and closed

A known carrier moves the load and the receiving partner signs the closure.

Classification

Where the desk sits on the register

HFD HUMANITARIAN VENTURES is classified for procurement and tender purposes under the following industry lines, which describe the systems and coordination work the desk performs as much as the goods it moves.

Figures are reviewed each quarter against the voucher ledger and are published to partners on request, because a counter that cannot show its numbers is only a storeroom.

A note on what the desk will not do

HFD Humanitarian will not dispatch against an unsigned request, will not release a reserve tranche early, and will not move goods through a carrier that refuses an audited handover. These three refusals are the reason partners can plan a season with confidence, and they are the reason funders keep returning to the desk.

Bring a request to the counter

If your organisation runs a clinic, a water point, a classroom or a shelter programme and can sign for what it receives, the desk is open to your voucher. Write to info@hfdhumanitarian.surf or call +13188540796 to reach the Stansbury Park counter, and tell us the district, the line and the season you are planning for.
